chore(points): 移除已废弃的 erp-points crate + 注释空桩和死常量

- 删除 erp-points/ 目录(全部 501 handler,功能由 erp-health 完整提供)
- 从 workspace Cargo.toml 和 erp-server 依赖中移除
- erp-dialysis event.rs: 说明事件由 erp-health 统一消费的设计意图
- erp-health event.rs: 标记 PATIENT_VERIFIED/PATIENT_DECEASED 为待实现
